The Islamic Resistance Movement (Hamas), which controls the authorities of the Gaza Strip, sent a delegation to Cairo, the capital of Egypt, this Tuesday to meet with the Egyptian, Qatari, and Turkish negotiating teams and thus address the second phase of the plan by U.S. President Donald Trump, for the future of the Palestinian enclave.

This was confirmed by the group itself in a statement in which it indicated that the different delegations are scheduled to hold a series of meetings in an attempt to “restrain the ceasefire regime and ensure compliance with all agreed commitments.”
In a brief statement collected by the newspaper ‘Filastin’, affiliated with the group, Hamas indicated that these contacts will focus especially on the humanitarian situation in the Gaza Strip, as well as on “mechanisms to advance towards the second phase of the plan proposed by Trump in order to ensure that calm continues and humanitarian conditions in the area improve.”
The White House released in October 2025 the plan proposed by the President of the United States for the future of the Gaza Strip, which was signed in Sharm el-Sheikh, Egypt, by him as well as by the leaders of Qatar, Egypt, and Turkey, and which contemplates the protection of the Human Rights of Israelis and Palestinians, although it omits the establishment of an independent state for the latter.
In addition to the release of hostages and the withdrawal of Israeli troops from Gaza, the plan foresees that Hamas and other Palestinian factions renounce participation in the enclave’s government in order to leave power in the hands of a technocratic group supervised by an international structure headed by Trump himself.

Although last January the U.S. authorities declared the second phase of the pact launched more than three months after the first phase came into effect, it has not materialized due to deep disagreement over Hamas disarmament and the conditions for the withdrawal of Israeli forces.
Added to this is the lack of support for the International Stabilization Force, which has caused much reluctance on the part of the international community regarding the possible deployment of forces on the ground given the lack of a truly solid agreement.
In fact, despite the truce, more than 1,200 Palestinians have died in Israeli attacks in Gaza, where the death toll exceeds 73,300 since the start of the offensive following attacks carried out against Israel in October 2023.
