The Rodrigo Paz government made official the reduction of ministries in Bolivia, from 14 to 12, through a decree that was released this Friday, which will also allow the president to appoint “presidential delegates” to coordinate policies or specific projects considered to be of national interest.

According to EFE, the measure is part of the extensive decree 5675 of 134 articles, seven additional provisions, and nine transitional provisions.
This determines the powers of the president, vice president, ministers, and vice ministers, and defines the general rules of organization, coordination, direction, delegation, and responsibility applicable to the ministries.
It also establishes the principles that guide the management of public servants and the bases for the modernization, simplification, and digital transformation of the Executive Branch, along with laying the “foundations for modernization, simplification, and digital transformation” of that state power, according to the newspaper El Deber.
The article 27 of the regulation lists the composition of the Central Government Administration with 12 ministries, formalizing the elimination of the Ministries of Development Planning and Sustainable Tourism, Culture, Folklore, and Gastronomy, announced last week by President Paz.
The ruler then indicated that a National Agency of Tourism, Folklore, and Gastronomy would be created, but in the decree, the Vice Ministry of Sustainable Tourism and Cultures is finally included within the structure of the Ministry of Foreign Affairs.

Also, as detailed by EFE, other decentralized entities were placed “under the tutelage” of the Foreign Ministry, such as the National Symphony Orchestra, the Center for Archaeological, Anthropological Research and Administration of the pre-Hispanic citadel of Tiahuanaco, and the Bolivian Film and Audiovisual Development Agency (Adecine).
Similarly, the four vice ministries that depended on Development Planning were distributed among an equal number of existing ministries, although two became directorates.
Among these changes is that the Ministry of Productive Development, Rural and Water is now the Ministry of Sustainable Production, Environment, and Water; while in the Ministry of Government (Interior), the Vice Ministry of Social Defense and Controlled Substances became the Comprehensive Fight against Drug Trafficking.
Among the changes is added the possibility that Paz appoints “presidential delegates” for the “coordination, articulation, monitoring, and evaluation of policies, strategies, programs, projects, or initiatives of national interest”, whenever a “specialized representation or management” is required and with a “functional dependence” on the Presidency.
According to the information, the regulation clarifies that a presidential delegate “may not replace or duplicate” the powers of a minister and that the appointment and other operational aspects, such as the “purpose, scope, term, coordination mechanisms, and reporting” of that delegation will be defined by decree.
