Russian and North Korean authorities have committed this Tuesday to strengthening bilateral cooperation between the parties with a view to the “long term” and within the framework of the strategic plan signed in 2024, which has drawn numerous international criticisms.

North Korean Foreign Minister Choe Son Hui met over the weekend with her Russian counterpart, Sergei Lavrov, and with the country’s president, Vladimir Putin, during a visit to Moscow, the capital of Russia. Now, the parties have published a joint agreement, which they consider the result of the “third strategic dialogue” between the two diplomats.
The talks have focused on the “implementation of the strategic partnership treaty” agreed between the two countries and pave the way for increased high-level contacts between the parties. In addition, they have committed to launching a plan for diplomatic cooperation and coordination on issues of great international relevance.
The text states that the parties have reached consensus on “all issues that have been put on the table within the framework of the talks,” according to information collected by the North Korean news agency KCNA.
Relations between Moscow and Pyongyang have tightened significantly since the signing, in June 2024, of the “comprehensive strategic partnership” treaty signed by Putin and Kim, an agreement that has boosted bilateral cooperation in various fields.
Since then, North Korea has strengthened its support for Russia in the context of the war in Ukraine, including the sending of thousands of troops, as denounced by Ukraine and its Western allies, while both countries have also intensified their political and diplomatic contacts.
Choe’s trip has also coincided with North Korea’s efforts to maintain a fluid relationship with China as an ally and economic partner. Chinese President Xi Jinping visited Pyongyang last month to meet with Kim, and both governments have recently increased high-level exchanges on the occasion of the 65th anniversary of their friendship treaty.
