The Islamic Resistance Movement (Hamas) denounced this Friday that the plan proposed by the Israeli Minister of National Security, Itamar Ben Gvir, to displace the Gaza population demonstrates that Israel has not abandoned its intentions of expansion and control, but seeks to promote them strategically to “favor its political and electoral interests.”

Hamas spokesperson Hazem Qasem stated in a communiqué that these statements once again explain that the “occupation” actions in Gaza, the tightening of the enclave’s blockade, as well as the policies of “starving and dehydrating the population” and obstructing the reconstruction of the Strip are aimed at “implementing displacement plans.”
Qasem has called on Arab and Islamic countries to take “serious measures” against these Israeli plans, which represent a “direct threat” to the Palestinian cause and to the security of the countries in the region, according to the newspaper ‘Filastin,’ affiliated with the Palestinian militia.
The plan—called Disconnection 710, referring both to Israel’s withdrawal from Gaza in 2005 and to the attacks by Palestinian militias on October 7, 2023—intends to promote the “voluntary migration” of 250,000 Gazans in the first year; 1.11 million in three years, scaling up to 1.86 million in seven.
Ben Gvir has defended that this is not a “forced expulsion” of the population, but a strategy to offer residents of the Palestinian enclave the option to migrate to host countries with legal status, economic support, and integration plans.
The proposal considers integration measures for applicants, including housing coverage, healthcare systems, education, or employment during the first two years, as well as payments to host countries based on the number of Gazans they receive.
