The president of Peru, Keiko Fujimori, has formed a new cabinet with 19 ministers to overcome the political and institutional crisis that the country has been dragging on for a decade, of which 15 have records for various crimes, starting with the prime minister, Luis Galarreta.

This is evident from the sworn statements presented by those chosen by Fujimori, who has already been imprisoned for corruption, and who this week took office, thus becoming the first elected president of Peru after the failed electoral attempts of 2011, 2016, and 2021.
Galarreta, who also serves as vice president, has pending cases for money laundering, abuse of authority, and criminal organization. His statement also mentions a previous investigation for electoral fraud and illegal appointment, according to the Peruvian newspaper La República.
The crimes mentioned by Fujimori’s team mainly concern economic corruption, but also highlight abuse of authority, theft, and even physical injuries, as in the cases of the Interior Minister, César Astudillo; and the Housing Minister, Mauricio Arnillas González, with records for fraud.
Others, such as the Ministers of Justice, César Álvarez, and Energy and Mines, Guillermo Shinno – who has about twenty cases – have not specified the reasons. The Foreign Minister, Carlos Espá, has confirmed investigations for bribery; and the Health Minister, Luis Dyer, for document forgery and false testimony.

The Transport Minister, Rafael Rey, has a case for an alleged crime against public faith, while the Labor Minister, Juan Sheput, was investigated for influence peddling and aggravated collusion.
Among those with a much broader record are the Ministers of Education, José Chang, with up to eight investigations; Agrarian Development, Marco Vinelli, with about ten cases; the same as the Production Minister, Juan Requejo; all of them for crimes as diverse as abuse of power, resistance to authority, money laundering, usurpation of functions, environmental crimes, bribery, attacking heritage, or criminal association.
However, the one who holds the dubious honor of being the member of this new cabinet of Keiko Fujimori with the most judicial episodes behind him is the Environment Minister, Vladimiro Huaroc, with 51 declared investigations.
Among them are nine for disobedience and abuse of authority, as well as various corruption cases for crimes such as collusion, embezzlement, incompatible illicit negotiation, in addition to usurpation of functions, illegal appointment, destruction of evidence, devastation of agricultural areas, injuries, and theft.
