Thus, he highlighted that this type of infrastructure – the target of multiple attacks with civilian casualties in recent days – is strictly protected “under International Law,” so any such attack constitutes a war crime.
“The war in Ukraine is having an increasing impact on civilians,” he warned, before also regretting the attacks against civilian vessels in the Black Sea, which increase “the risk for maritime operations.”
